This brief argues that the MONUSCO must take on the task of fostering common understanding among key players in order to facilitate security sector reform (SSR) in the Democratic Republic of the Congo (DRC). The author also suggests how MONUSCO could do this, including the idea that it should provide technical and substantive support to the DRC Ministry of Planning’s SSR Matrix in order to overcome the country’s existing problems of data collection, editing and access.
