This brief talks about the Third Plenary session of the 18th Central Committee of the Chinese Community Party in November 2013, including the part played by President Xi Jinping in it, and the proposed reforms established by it. The author also talks about some of the domestic challenges facing China and how the Plenum is an attempt to deal with them.
