This analysis focuses on the proliferation of advanced conventional weapons (ACW) and its possible negative effects on global security, which could include undermining 'existing regional orders' and eroding the foundations of arms control. In anticipation of these potential problems, the text then explores 1) different ways to control ACW transfers, 2) the military measures that are available to counter them, and 3) the role Switzerland might play in helping formulate or adapt counter-proliferation guidelines.
