This study analyzes public service delivery in Moldova, with a particular focus on the public financing of education and healthcare during the global financial crisis of 2008 to 2010. It measures the impact of the financial crisis on these services and how Moldova's government responded to mitigate its effect. They argue that while the macroeconomic and structural reforms the government made have had an effect, they will have to make significant economic management efforts to sustain them.
