This paper examines the question of whether plurilateral trade agreements, a form of multilateral trade agreement, can help to narrow the industrial manufacturing and innovation gap between more developed and less developed countries. In particular, it focuses on the experiences of India with Information Technology Agreements. The authors argue that latecomers to particular trade areas, like India in the case of IT, need to be treated differently in such treaties to compensate for the fact that they might not be able to reduce tariffs and other trade barriers at the same speed as leading economies.
