This paper examines the role of the International Bank for Reconstruction and Development (IBRD). The authors argue that without serious changes in the IBRD’s financial structure and lending practices, the bank will not be able to fulfill its potential as an important player in official financial flows, supporting critical long-term development projects with large social returns, in sectors such as infrastructure, social sectors, and the environment. They also look at some of the constraints facing the IBRD as well as what the bank could do to overcome them.
