What military modernization programs should Brazil pursue in order to align its hard power capabilities with its economic power? The question is not an easy one, argues this paper. Yes, there are the inevitable economic tradeoffs to consider, but there are also deeper decisions to make about just how deeply Brasilia wants to enmesh itself in a global chain of defense cooperation and production, including with the United States.
