This wide-ranging analysis asserts that Germany does indeed want to pursue a more assertive foreign policy during Chancellor Merkel's third term, but that structural impediments prevent it from doing so. While tackling this particular issue, the analysis also focuses on key aspects of German foreign policy, including 1) its relations with France, Russia, and Middle Eastern states, 2) bilateral relations between Berlin and Washington, 3) German defense spending, and 4) the country's place in institutions such as the UN, EU and NATO.
