This paper uses data from 126 countries over the period between 1995 and 2009 to examine a number of potential explanations for changes in health spending as well as its composition. The authors argue that health spending per person and declines in the share of health spending that is paid out-of-pocket - two trends which the authors see happening in most countries - should be seen as a transition in health financing.
