This paper examines the effectiveness of the European Neighbourhood Policy (ENP) as an instrument for security community building. The author looks at the implementation of ENP policy in the countries east of the EU, such as Armenia and Ukraine, and south of the EU, such as Egypt and Israel. She then concludes by mentioning the benefits of Norway linking to the ENP.
