Why has security sector reform (SSR) been unsuccessful in Thailand and caused an obvious deterioration in the country’s civil-military relations? After providing an overview of the historic role the military has played in the country and illustrating how SSR could help demilitarize Thai politics and governance, this report concludes that democratic civilian control over the armed forces will remain elusive until local political elites unite to promote and enact needed reforms.
