This paper examines the Indonesia Climate Change Trust Fund (ICCTF), the first national trust fund to seek funding from multiple donors to finance climate change policies and programs. The authors argue that the ICCTF provides an innovative model for other countries seeking better access to international climate change response support through nationally driven institutions. However, they also contend that the ICCTF’s operationalization has been slow and that it is a relatively small source of funding in a country that accesses hundreds of millions of dollars of concessional donor support for climate related purposes.
