This report explores whether enhancing policy coordination at the regional level could be an efficient, effective and politically acceptable approach toward reaching EU energy policy objectives. It first assesses the capacity of existing regional energy arrangements to provide competitiveness, supply security and sustainability. It then provides a framework for building a coordinated energy policy and identifies the opportunities and risks involved in this endeavor. Finally, it identifies steps and offers recommendations that could help further explore the potential of regional approaches.
