This note presents an assessment of the effectiveness of performance-based payments by Norway for forest conservation in Guyana (2009-2014). It first lists the main successes of this initiative, including the construction of a national system for monitoring, reporting and verifying deforestation and carbon emissions; the strengthening of forest governance institutions; and the flow of money to community development projects. It then discusses four challenges to the implementation of the initiative, including increasing commercial pressures from gold and logging markets and the slow delivery of finance. The note concludes with a list of recommendations to enhance and expand performance-based payments for forest conservation in Guyana.
