This paper discusses the negotiations between the five permanent members of the UN Security Council and Germany (P5+1) and Iran, in the diplomatic crisis over the Islamic republic's nuclear program. The author analyzes the revised incentives package offered by the P5+1 to Iran and explains that the proposal provides definite advantages combined with less demands for Iran. The paper states that the multilateral backing of the agreement by Russia, China, and the United States gives the package credibility and additional authority. The author concludes that if the incentives package had been offered one to two years ago, it would have probably prevented much of the damage to diplomatic relations between Iran and the West, and generated a greater degree of cooperation in resolving the mistrust and fear on both sides.
