This paper discusses the difficulties associated with trying to assess progress in the building of security in post-conflict environments. It first examines debates regarding the meaning of security, who it is for and who provides it. It then analyzes what counts as progress in security as well as the difficulties faced by those attempting to measure it. The paper then turns to the key factors that shape improvements in security in different contexts, before finally considering the role finance can play in improving security.
