This brief argues that reforming the constitution could make a significant contribution to restoring peace in Ukraine and help normalize relations between the central government and the regions. The author then addresses what this process would require, suggesting that it needs to produce 1) a compromise on a lasting constitution; 2) a decentralization of government; 3) an independent judiciary; and 4) a strengthening of the constitutional process. ..
