This paper provides an overview of the main steps in the legislative and regulatory systems of the EU and the US with the purpose of informing the EU-US Transatlantic Trade and Investment negotiations on enhanced regulatory coherence and cooperation. The authors suggest that overall, US and EU regulators work within very different institutional and legal frameworks, following distinct processes with different constraints. However, they also suggest that both sides recognize and express in their systems a commitment to transparency, openness, public participation and public accountability, though that commitment is expressed in different ways.
