This brief explores both the local and regional threats posed by the terrorist group Boko Haram. In doing so, it first reviews the group’s origins and dominant characteristics. The brief then focuses on the factors that initially triggered and now sustain the group’s violent excesses in Northern Nigeria. Third, it highlights how the Nigerian government’s heavy-handed response to Boko Haram actually helped it become a full-blown insurgency. Finally, and at a minimum, the brief argues that the government needs to respond to this dangerous movement by 1) adopting policies that address local grievances, and 2) embracing much-needed security sector reforms, including the protection of human rights and holding local security forces truly accountable for their actions.
