This brief discusses the legal and policy-related problems associated with the targeted killing of suspected terrorists by the US government. It concludes that the legal authority to conduct such operations does exist, both domestically and internationally, but that US policymakers need to weigh the corollary consequences of the program more carefully. For example, the US would be wise to treat terrorists as combatants even though there is no legal requirement to do so.
