This paper analyzes the World Health Organization’s (WHO) Global Code of Practice on health worker recruitment. Although the code discourages the active recruitment of health care professionals from countries with a critical shortage of such workers, the authors find that the inept definition of what constitutes a critical shortage could pave the way for arbitrary and counterproductive implementation by countries adopting the code.
