This paper highlights the continued importance of effectively managing small arm/light weapon stockpiles, both at the national and international levels. To illustrate its point, the paper first highlights some of the near-term weapons diversions that have occurred from stockpiles controlled by militaries, law enforcement agencies, and private individuals and firms. The paper then closes by providing a set of recommendations on how to start an informal, flexible and long-term process to promote better stockpile management.
