This study examines the factors that contribute to the spread of infectious disease, in particular, the impact of SARS (severe acute respiratory syndrome) and the strengths and weaknesses of public health infrastructures that the epidemic exposed. The author outlines recommendations for more extensive surveillance and early warning systems, and suggests proactive mechanisms to eliminate barriers (and disincentives) to decisive action on the local, national, and international levels.
