This paper reviews the effectiveness of the Climate Investment Fund’s Scaling-up Energy in Low Income Countries Program (SREP). The program was designed to ensure that finance is directed to assist low income countries in adopting low carbon energy technologies and using renewable energy to improve energy access. The authors provide an evidence-based overview of the program’s operation and achievements and identify key challenges encountered as well as lessons learned for the effective delivery of climate finance.
