This brief examines the four main issues hampering the completion of an economic partnership agreement between the EU and the Southern African Development Community (SADC) countries. These are 1) export taxes, 2) the Most Favoured Nation (MFN) clause, 3) agricultural safeguards, and 4) rules of origin.
