This brief reviews the main results of the 2014 edition of the Quality of Official Development Assistance (QuODA) assessment, which measures development donor performance in four areas: maximizing efficiency, fostering institutions, reducing the burden on partner countries, and transparency and learning. Overall, the authors find that donors are becoming more transparent and better at fostering partner country institutions but that there has been little progress in efforts to improve efficiency or in reducing the burden on partner countries. They also comment on the particular performance of the US, the UK, the World Bank’s International Development Association, and The Global Fund as aid providers.
