This paper analyzes the functioning and future of local border traffic (LBT) regimes (agreements between EU and Schengen non-EU members and neighboring countries on visa-free land border-crossings for border residents) the EU countries and Norway have established with Russia, Belarus, Ukraine and Moldova. It also examines why some bilateral regimes on the EU's eastern borders have not been launched.
