This paper explores the role of the EU's diplomatic delegations in Moscow and Washington and how they contribute to the formulation of common EU foreign policy. In particular, the authors focus on: 1) how the delegations represent the EU in their countries of operation; 2) how they coordinate with and provide services to EU member states; and 3) what part they play in EU policy. Overall, they find that the delegations have been successful at both establishing a good working relationship with member states’ diplomatic missions and in bringing together the intergovernmental and supranational strands of EU foreign policy.
