This brief evaluates the success of a performance-based payment agreement between Norway and Brazil in which Brazil received payments from Norway for reducing greenhouse gas emissions from deforestation. The authors examine some of the challenges the scheme faced, including the problem that Brazil's performance outpaced the funds available for payments, and the lessons that can be learned from the agreement for future performance-based payment schemes.
