This paper examines why US-China cooperation on arms control and nonproliferation agendas have proven to be more difficult to achieve than initially expected. One major stumbling block has been the way both countries think about arms control, which has led to existing approaches no longer working very well on the global level. Given this problem, the paper unsurprisingly closes by recommending an approach that both countries could adopt in order to improve their cooperation in the arms control arena.
