This paper focuses on the UN Open Working Group (OWG) proposals for the post-2015 development agenda and the challenges that the UN, states and the development community must overcome for the agenda to drive global change. The author suggests that the first and foremost of these challenges is how to produce a coherent development agenda which can also maintain the high level of member state support that was seen during the OWG process that led to the group's proposals.
