This paper examines the actors involved in the negotiations to bring about peace in Afghanistan - including the Afghan government, insurgency forces, the US and NATO - and their interests in mapping out the negotiation environment in the country. The authors look at the different connections between these actors as well as the role other states, such as India, Russia and China, play in Afghanistan. They contend that so far all attempts to end the conflict in the country have failed and that key obstacles to the negotiations include the complexity of the conflict and the variety of actors that are directly or indirectly involved in it.
