This brief examines the position of human rights in emerging democracies in the 21st century. The author argues that countries of the global South still favor sovereignty, non-intervention and economic interests over values such as accountability for human rights abuses. To alleviate the problem, he argues that human rights advocates in these countries should work with parliaments, diplomats, military officials and national security leaders to raise awareness and that states should engage in bilateral and regional diplomatic efforts to build coalitions and partnerships to elevate human rights as a critical security matter.
