This brief examines the behavior of African countries in country-specific situations at the UN Human Rights Council (HRC), focusing specifically on developments and examples that occurred between July 2010 and July 2014. The author argues that there is an uneven response by the African Group within the HRC to human rights crises affecting the African continent. Consequently, he recommends, among other things, that African HRC members should base their positions on an objective assessment of the needs of victims and should not oppose actions as a matter of policy.
