This commentary discusses the situation in Libya three years after the 2011 NATO intervention in the country that helped bring about an end to Muammar Gaddafi's regime. The authors argue that the failure of the West and local leaders to consolidate gains and rebuild Libya in its wake led to a slow disintegration of the country and a growth in disorder and criminality. They then discuss what role neighboring Algeria and Tunisia as well as the private sector could play in helping to solve the crisis in Libya before outlining the challenges facing Libya’s regime in their efforts to gain control of the country.
