This brief examines the state of relations between North and South Korea, with a particular focus on the significance of the agreement made by the two states to allow reunions in early 2014 of families who have members in both countries. The authors suggest that the reunions may be a sign that there could be an improvement in certain areas of relations on the Korean Peninsula, but that North Korea's missile tests and ongoing US-South Korean military exercises mean that it is unlikely that there will be progress on significant issues, such as the North's denuclearization.
