This brief contends that the May 2014 row between the United States and China, caused by the indictment of five Chinese military officers for cyberespionage against private companies in the US, illustrates the importance of greater cooperation and transparency to promote mutual trust in the cyberspace domain. The authors therefore argue for a code of conduct for promoting collaboration and development of norms which are needed if states are to agree on conduct in cyberspace.
