This text argues that NATO’s focus in recent years has wrongly been on “small instruments” controlled directly by the Alliance, including the NATO Response Force (NRF), and more recently the Very High Readiness Joint Task Force (VJTF) and the NATO Force Integration Units (NFIU). What Alliance leaders need to remember is that the organization’s power ultimately depends on its members’ national capabilities. Given this truth, Brussels should prioritize the development of a common strategic narrative and posture statement, in the form of a public "Military Strategy," that will provide guidance on how to strengthen collective defense capabilities in the years to come.
