This paper examines the objectives, business model, and achievements of Pakistan’s award winning National Database and Registration Authority (NADRA). The author argues that NADRA success lies in including traditionally underregistered communities such as tribal groups, transgender populations, and women. He then examines some of the limitations to the effective deployment of the technology required to operate NADRA, contending that its experience offers many lessons for other developing countries who are hoping to employ similar database and registration systems.
