According to this paper, a new grand bargain on global climate change mitigation will depend on the success of the UNFCCC's $100 billion Green Climate Fund. In practical terms, that means securing adequate funding; establishing reliable spending mechanisms and other procedures; addressing ‘energy poverty’ issues; focusing on incentives, stakeholders, and transparency in domestic politics, and much more.
