This report provides an update on the conflict in eastern Ukraine, to include the strategy and capabilities of the separatist forces operating there and their relations with Moscow. Additionally, the report examines 1) the consequences of the ceasefire reached between Kiev and the separatists in September 2014; 2) the extent of Russian military assistance to the separatists; and 3) the ongoing humanitarian crisis in the separatist-held areas of Donetsk and Luhansk. Finally, the report provides recommendations on how the various stakeholders in this struggle might stabilize matters in disputed area.
