This paper discusses programs of military modernization undertaken by China which focuses on building modern ground, naval, air, and missile forces capable of fighting and winning local and intensive wars, such as an invasion of Taiwan. In particular, the author surveys China's anti-ship cruise missile (ASCM) and land attack cruise missile (LACM) programs and the implications of these for broader Chinese military capabilities, especially when it comes to deterring or defeating US forces in any scenario involving Taiwan.
