This paper examines the relationship between the Vietnam People’s Army (VPA) and the Vietnam Communist Party (VCP), with a particular focus on the debate over party's control of the army and whether the military should be apolitical. The author also looks at the impact of China's increasingly assertive policies towards its claims in the South China sea on the debate over the relationship between the VPA and the VCP.
