This paper examines the results of a opinion survey on how Ugandans view the performance of their government. The authors suggest that the results of the survey show that Ugandan's believe that government policy performance in almost every sector is becoming worse. However, they also contend that these negative ratings have not yet led to a decline in government institutions or approval ratings, at least for MPs and local government councilors.
