This article argues that the lack of an international strategy against the so-called Islamic State is due to 1) conflicting regional and global interests; 2) continued uncertainty over Iran; 3) disagreements between civilian and military leaders, especially in the US; and 4) the absence of a political-ideological strategy to complement airstrikes.
