This paper addresses the implications of the handover from Catherine Ashton to Federica Mogherini of the position of the EU High Representative for Foreign Affairs and Security Policy in November 2014. In particular, it 1) focuses on the prospects for Mogherini to enhance the coherence of the EU’s foreign policy; and 2) provides an assessment of Catherine Ashton's performance as High Representative.
