This article discusses whether Guinea-Bissau has become Africa's first narco-state or if it is actually losing its importance as a transshipment center. The author contends that such an either-or question is too local in its scope. He contends that if drug trafficking is to be analyzed properly, it must be treated as a national-level phenomenon.
