This article discusses whether the eventual departure of Russian President Vladimir Putin will lead to a transformation in Russia’s political culture and suggests that it will not. The author contends that this is because the Russian President has created a ‘deep state’ - referring to the hidden influence on political life exerted by particular groups within the country - that the country's political elites will want to preserve.
