On the fifth anniversary of the 2008 Mumbai terrorist attacks, this article reviews what has been subsequently learned about their planning and significance. The author concludes that Pakistan's culpability in the attacks is now beyond question and the operation ushered in a 'new normal' in terrorist practices.
