In light of the reduction of maritime piracy around the world, this commentary examines the problems involved in countering such piracy and why it cannot be eliminated. In general, the author contends that even where global counter-piracy strategies have been effective, it is difficult to implement and sustain such policies meaning that there are always going to be areas where piracy might reemerge.
